Indian PM conveys dismay over SL move on 13th Amendment
Prime Minister Manmohan Singh on Tuesday told a delegation of Sri Lanka Tamil MPs that he was “dismayed” by reports suggesting that Colombo planned to dilute certain key provisions of the 13th Amendment on devolution of powers to provinces ahead of polls to the Northern Provincial Council.
The prime minister noted that the proposed changes “raised doubts about the commitments made by the Sri Lankan government to India and the international community, including the United Nations, on a political settlement in Sri Lanka that would go beyond the 13th Amendment,” ministry of external affairs spokesperson Syed Akbaruddin said in answer to a query.
“The changes would also be incompatible with the recommendation of the Lessons Learnt and Reconciliation Commission (LLRC), set up by the Government of Sri Lanka, calling for a political settlement based on the devolution of power to the provinces,” the prime minister said, according to Akbaruddin.
“The prime minister stated that he was deeply concerned about the welfare and well-being of the Tamil community in Sri Lanka.
“He stressed on the expectation that the Sri Lankan Tamil community would lead a life of dignity, as equal citizens, and reiterated that India would make every effort to ensure the achievement of a future for the community marked by equality, justice and self-respect,” the spokesperson said.
The six-member team of the Tamil National Alliance (TNA), Sri Lanka visiting India from June 16-19, also called on External Affairs Minister Salman Khurshid and National Security Advisor Shivshankar Menon.
The TNA is regarded as the premier political formation of the Tamils of Sri Lanka.
The delegation is led by R Sampanthan, and consists of Mavai S Senathirajah, K (Suresh) Premachandran, P Selvarajah, Selvam Adaikkalanathan and MA Sumanthiran. A TNA delegation had also visited India in October 2012.
As per the 13th Amendment that followed the India-Sri Lankan Accord of July 1987, Sri Lankan government had agreed to devolve some authority to the provinces. (IANS)

PM Manmohan Singh is the most ineffective leader India has had in a long, long time. The power is with the Gandhi family.
Manmohan Singh’s Congree Government is in its last days. At the next hustings they will be totally eliminated.
By that time, the Wonder of Asia will be clothed in bright red dragon clothes with a Chinese battleship at calling distance for the Nation’s protection.
India should forthwith stop interference with the internal affairs of our Sovereign State. India owes SL billions of US dollars for Indira Gandhi’s training in India of the terrorist LTTE, financing them and arming them and supporting them to form their own sovereign eelam state in a merged North and East on mono-ethnic lines. Rajiv Gandhi not only continued this shameless subversion of its neighbour but also threatened JRJ govt of invasion and division of SL unless he agreed forthwith to introduction of 13th amendment to SL constitution, which they had drafted, and creation of PC system on India federal system model. India forced the SL govt in 1987 to sign this so-called Peace Accord under military threat of an Indian invasion. Hence this whole Peace Accord and 13th Amendment and PC system is illegal. We should get such a decree through the Supreme Court forthwith. We should also ratify it through a referendum. Parliament should then endorse the Nations’ response. T hell with India, Tamil Nadu, the diaspora Tamils and the imperial West. We no longer bow to their will. We have a strong govt in Rajapksa govt, which is patriotic and will not bend its knee to India nor the imperial West. let us invite China to defend our shores against imperial ambitions of sly India by offering them Trinco harbour as a naval and missile base. That should make India and imperial West sit-up and pull-back from leaning on SL. China, in turn, should also waive all the loans given to SL so far and help SL further in its infra-structure building and building of its economy on fast track. So, dear President Rajapksa, please heed my wise words and sign a deal with China to come to set-up a bse in SL against India and imperial West enemies. No need to cow down any more. let us also invite Russia to help us in defence matters, including building our airforce and navy. Please do not cow down anymore to India and imperial West. Enough is enough!
Dear President Rajapaksa,
Please demand from India compensation of 5 trillion US dollars for ruining our economy and deaths, subversion, sabotage and destruction through LTTE terrorists India trained, supported, financed and armed, over 30 years of terrorist rule, until your govt totally defeated the evil LTTE in 3 years. Repeal the 13th amendment, which is illegal due to being imposed on us through threat of armed invasion and separation of a merged N and E. Dissolve the PC system, which is a financial burden on SL, money that could be used to develop the provinces truly, through an improved administration system, instead of being sucked up by corrupt thugs elected as provincial councillors who do f—all..
Thank you.
People in SL has power than anyone on the country who rules, or even the other countries who try to intervene.
So if any intention towards providing powers to north-east, will start another era in the country. It will be the Era for people.
“Prime Minister Manmohan Singh on Tuesday told a delegation of Sri Lanka Tamil MPs that he was “dismayed” by reports suggesting that Colombo planned to dilute certain key provisions of the 13th Amendment…”
Oh! Really ? Millions of Sri Lankans were also “dismayed” at the decision by Indian government to train and arm the terrorists in Sri Lanka, they also dismayed at India when India licked US back side, and voted against Sri Lanka at UNHCR.
Therefore who cares if India is dismayed?
Oh Those Indians
they have enough garbage in their own house but the always see highlight the dust in the next door neighbors house
