New draft Constitution could be presented in parliament by November
Sri Lanka’s new draft Constitution could be presented in Parliament before the next budget which would be announced by mid-November this year, Foreign Minister Mangala Samaraweera has said while hoping that it will celebrate the country’s diversity.
“We hope to be able to present that (Constitution) in parliament before the next budget,” Samaraweera said while addressing a gathering in Point Pedro in the northern province.
The 2017 government budget is expected to be presented in Parliament mid-November. It was important to recognise the religious diversity in Sri Lanka in formulating the new Constitution, Samaraweera said.
“We have been busy creating or placing a foundation for a new Sri Lanka. Based on the three pillars of democratisation, reconciliation and development,” the minister said.
The process of finalising the new Constitution is underway and it will hopefully celebrate the diversity of the country, he said. Samaraweera said, it is time to come to terms with the fact that Sri Lanka is a multi-racial, multi-religious, multi-lingual country.
The Maithripala Sirisena government has set in the process of making a new Constitution since January this year. A 21-member steering committee consisting of parliamentarians from across all political parties has been set up.
The aim is to replace the existing 1978 constitution. In the new Constitution, the Prime Minister will hold the supreme executive power.

Will a Federal State be likely to be included in the New Constitution before the next budget?
No worries like OMP, the new Constitution will be approved. I am sure the steering committee of 21 members are working day & night for the draft. In addition USA already offered assistance in drafting it.

We all konow that your boss Mr RW is writing the constitution by himself with the assistnace of a few “desha drohiy’s”. I what Mr Amarakoon says is right, imperialist Nisha Biswal of, Secretary of State and other US ball-kickers will have their fingers in the pie.
Eventually, we will find the bearded CM of Yaalpaanam (Grand Uncle of Late Commander Velu) being elected boss of the North and East provinces. Will he invite his half-caste grand kids to State House in Yaalpaanam?This foul mouthed Prince, was fostered upon the citizens of Sri Lanka in the Northern province by the MR1 Government to gain brownie points at the UNHRC.
Of course, we have super class lapdogs such as Samapanth and Sumathiram leading our community. But these lapdogs don’t have teeth to wade any threat. So we have RW writing the constitution by a candle in the night, far way form the true citizens of this land.
Mr Ban-ki-Moon who will be a guest shortly should be sent to Yaalapaanam to meet with the bearded so-called legal luminary who is fricking at the top.
Please do not tinker with religion as these are very sensitive issues , specially to the majority Buddhist population in this country,do not antagonize one community just to please another and dance to the tunes of the west ,there are other essential arrears,that needs changing, for example, limit on the number of cabinet minsters, & the scientific allocation of ministries, Education level of the elected representatives, Adjusting the Proportional representation system to suite the times, proper tabs on campaign funding,specific electoral dates and time periods to be written into the constitution ext…
If you truly study the recent history of our country specialty after Independence , was it really a Constitution or any outer legal document that was truly the reason for all the trouble that we have gone through, as far as i am concerned we need leaders who think of the next generation and not of the next election if we are to take this country to the next level, as it was and is the politicians and nothing and no one else is the reason we find ourselves in this predicament., therefor we don’t need you of all people to remind us , of the diversity of this land we have lived in harmony with all , and will do in the future as well if politician’s do not get in the way.
