This is a good move. It being performed under duress (under pressure from Senior washington Bureaucrat, M/s Otero) takes some gloss off it. Can the coomission disregard a direct day-to -day operational instruction (say for example, open fire on a group of demonstrating workers) from the Defence Secretary?
Arap,
Good question. Even when the Commission is working the direct orders given by the Defence Secretary to field officers must be followed. The Defence Secretary gave direct orders to ground commanders in the genocidal army to eradicate all alleged LTT people at the end of the “war”.If the direct instructions are not followed, Walgampaya will enjoy his last journey on earth in a white van.
